The situation is not likely to improve till end of February 2010.That does not mean you cannot plan your flights at these airports (Lahore,Islamabad, Peshawar etc.) we still have few hours available in the day time when the flight operation is possible with out interruption. Recommended hours of operation are from 0400 Z till 1300 Z. NOTICE ISSUED BY CIVIL AVIATION AUTHORITY, PAKISTAN

NOTICE
1. All the handling agents engaged or interested in the business of obtaining flight permissions (Non-Schedule flights) are required to get themselves registered with CAA. All such handling agents are to apply to the addressee mentioned below. Following conditions shall apply:-
(a) Local offices of the Handling Agents in Pakistan must be available.
(b) Handling staff must have aviation background.
(c) Registration fee Rs.50,000 to be deposited in CAAʼs collection
(d) Renewal fee of the Registration Certificate Rs.10,000/- annually.
(e) Security deposit with CAA worth Rs.500,000/- (refundable on closure of business).
(f) A minimum level of advance deposit for aeronautical charges with CAA will be based on two months projected flight operations. Mode of payment shall be maintained through fortnightly billing. Any outstanding dues shall be adjusted against advance deposit which will have to be replenished immediately to maintain the minimum level.
(g) Handling Agents National Tax Number (NTN).
(h) Registered handling agents would be fully responsible for the authenticity of the flight details submitted for clearance.
(j) Handling agents would be held liable for concealment and submission of incorrect information for which one of the following punitive actions may be taken:-
(aa) Imposing of financial penalty upto Rs.100,000/- per occurrence,
(bb) Forfeiture of security deposit; and/or
(cc) Cancellation of registration and black listing,
(k) Application be submitted on the letter head of the handling agents which must include Name of the Handling Agent, complete mailing address, telephone and fax numbers, e-mail address etc.
(l) Names, designation, specimen signatures and attested copies of Computerized National Identity Cards (CNICs) of the Handling Agents and all the individuals authorized to deal with CAA be furnished alongwith the application.
(m) The Organogram of the Handling Agent shall be submitted alongwith the application.
2. The names and addresses of registered handling agents will be displayed on CAAʼs website as authorized handling agents for the convenience of operators.
3. Last date for registration is 28 February 2009. Flight permissions will only be issued to those handling agents who are registered with CAA after the cut-off date.
